A joint advisory from the FBI, CISA, NSA, and international partners (AA26-281A, published Oct 8, 2026) details how the China-based Integrity Technology Group enables Chinese government-linked threat actors—associated with Flax Typhoon, Ethereal Panda, and Red Juliett activity—to exploit networks worldwide, including US critical infrastructure in government, critical manufacturing, healthcare, and IT sectors. The actors combine open-source scanning tools, a custom scanner called MicroScan, XSS-based credential harvesting, password spraying/guessing against Microsoft Exchange via the EBurst tool, SoftEther VPN for persistence, and custom scripts (Curlc4.txt, DC.exe, office-cli) to exfiltrate emails, credentials, and Active Directory data. Eight historical CVEs are listed as exploited via MicroScan scripts.
